The mission of Colonial Behavioral Health, the local Community Services Board, is to facilitate opportunities for recovery, resiliency and wellness to individuals and families affected by mental illness, intellectual disabilities and substance use disorders.

CBH provides services for mental health illnesses, intellectual disabilities and substance use disorders to individuals and families living in James City County, Poquoson, Williamsburg, and York County

The 9th District Court Service Unit (CSU) serves eleven jurisdictions, which includes the two cities of Poquoson and Williamsburg, and nine counties of:
- Charles City
- James City
- King and Queen
- King William
- New Kent
Services include intake, probation, parole, and pre-dispositional investigations. The 9th District CSU is also the site of the state video intake for the Department. The Williamsburg Office serves Williamsburg and James City and is the district office for the unit.
