Solicitor Permit Application

Sec. 9-297. - Fee.

Every person securing a solicitor's permit or an itinerant dealer's permit under this division shall pay to the city a fee of $30.00 therefore.

Sec. 9-298. - Permit issuance.

Within 15 days of receipt of a permit application completed in proper form and accompanied by the application fee required under section 9-297, the Chief of Police shall conduct a background investigation of the applicant and any person who employs the applicant. By the end of such 15-day period, if based upon such investigation the Chief of Police is satisfied that the applicant and any person who employs the applicant has not been convicted of a felony or any crime of moral turpitude within seven years prior to the date of application, the Chief of Police shall issue the requested permit to the applicant. Such permit shall describe the permitted location and shall bear the date of issuance and expiration and shall be signed by the Chief of Police. Should the Chief of Police not receive necessary criminal records within 15 days of receipt of the applicant's application, issuance of the permit may be delayed until the necessary records are received. The Chief of Police shall not be required to issue a permit to any person who has or who is employed by another person, who has been convicted of any felony or of any crime of moral turpitude within seven years of the permit application, or to any person whose permit has been previously revoked.

Sec. 9-299. - Conditions.

A permit issued under this division shall be issued subject to the conditions set forth in this division.

Sec. 9-300. - Permit duration.

(a) A solicitor's permit issued under this division shall be good for a period of one calendar month. Where the permit is issued after the first day of the month, it shall be good for the remainder of the month of issuance and the next complete calendar month.

(b) An itinerant dealer's permit shall be good for a period of ten consecutive days during the calendar year of issuance and shall not be renewable during such calendar year and only one itinerant dealer's permit may be issued to the same applicant during a calendar year. All activities conducted by the permittee shall be confined to one motor vehicle or trailer parked at the location described in the permit.

Sec. 9-301. - Solicitor's permit renewal.

A solicitor's permit issued under this division may be renewed on its expiration date for the next consecutive calendar month, upon the execution of a renewal application setting forth that the statements made in the original application are true and accurate statements at the time the renewal application is filed, or a renewal application setting forth all changes in the original application required by a change in facts since the date of filing the original application. For each renewal permit, the applicant shall pay the Chief of Police a fee of $5.00. The permit may be renewed at the end of each calendar month during which it remains in force for the next successive calendar month. If, however the permit holder fails to timely renew same it shall lapse and may not be renewed.
