The City of Williamsburg's Fiscal Year runs from July 1 to June 30. Preparation of the budget begins long before it's adopted in May. Citizen input is essential to the process, and the City tries, therefore, to make the process as clear and accessible as possible. Updates and materials will be posted to this webpage.

Please review the timeline and opportunities for public comment. We encourage residents to attend public meetings and contact City staff and Council by phone, email or in person with any questions or comments.

September 6 and 8, 2014: City Council Retreat – Update on 2015/2016 Biennial Goals, Initiatives, and Outcomes 

November 26, 2014: Finance Department sends letters to outside agencies advising them of budget submittal requirements and deadlines

December 1, 2014: City Manager and Finance Director distribute budget guidance and Capital Improvement Planning (CIP) instructions to operating departments.

January 5, 2015: Begin series of meetings between City Manager and City employees in small groups to discuss budget issues

January 7, 2015: Finance department distributes FY 2016 Budget Worksheets to Department Heads and Constitutional Officers.

January 10, 2015: Planning Director prepares a status report on the FY 2015 CIP, focused on major capital items, and provides it to Planning Commission and City Council.

Wednesday, January 14, 2015: Planning Commission public hearing on capital improvement program (CIP).  Opportunity for Public Comment

January 16, 2015: Deadline for receipt of all Outside Agency budget requests for FY 2016 funding.

January 23, 2015: Departmental and Constitutional Officer operating budgets due to Finance Department. Finance begins compilation and review of budgets, and completes revenue projections for FY 2016.

January 26, 2015: City Manager and Finance Director begin meetings with Department Heads on budget submittals as necessary.

January 31, 2015: City Council Retreat on budget preview and long-term financial outlook

February 18, 2015: Planning Commission provides input to City Manager and City Council for update of the Five Year Capital Improvement Program.

March 7, 2015: Advertise proposed property tax increase if applicable

March 18, 2015: 1st Notice of Public Hearing for Water Rate Increase Advertisement in Va Gazette (if applicable – Va Code §15.2-2143) 

Monday, March 23, 2015: City Council Work Session 
        4:00pm, 3rd Floor Conference Room, Municipal Building, 401 Lafayette Street
        Review of Outside Agency Budget Requests 
        4-5:30 pm Tourism Marketing 
        5:30-6:30 pm Williamsburg Area Arts Commission & Human Services Agencies                

March 25, 2015: 2nd Notice of Public Hearing for Water Rate Increase Advertisement in Va Gazette (if applicable – Va Code §15.2-2143) 

March 27, 2015: Proposed Operating and Capital Improvement Budgets delivered to Council.

March 28, 2015: Budget Synopsis / Notice of Public Hearing on Proposed Budget advertised in Va Gazette. (Va Code §15.2-2506-7 day minimum notification)

April 4, 2015: City Manager Budget report to Neighborhood Council of Williamsburg

Monday, April 6, 2015: City Council Work Session - Overview of Budget and Open Forum

Thursday, April 9, 2015: City Council Meeting 
        2:00pm at the Municipal Building, 3rd Floor, 401 Lafayette Street 
        City Council Public Hearing on Proposed Budget, Tax Levy & Utility Rates.
        Presentation on Williamsburg James City County Schools Budget 
        Opportunity for Public Comment

Monday, April 30, 2015: Supervisors and Department Heads submit annual employee performance evaluations for input into Merit Pay Plan.

Thursday, May 14, 2015: City Council Meeting
        2:00pm at the Municipal Building, 401 Lafayette Street
       Council Adopts FY 2016 Operating, Capital, and Public Assistance Fund Budgets
        Council sets tax rate

July 1, 2015: Begin Fiscal Year 2016.
